One of my acquaintances is close friends with the Haney family. It devastated them when Jeff's plane buried itself in the tundra.
From what I understand, no substantial changes have been done to the F-22s since that accident. In my opinion, these planes are not combat ready.
So, this move may be pure bravado. Or, these planes are sacrificial pawns so that the US military can clear some defective hardware out of the stockpile.
Now, one of my college buddies worked on the VTOL system for the F-35s. Those are some scary effective planes.
